General Statement of Duties

He/she will assist in growing the civil engineering sector of the firm by building a strong industry reputation and a cohesive regional consulting practice. He/She will be responsible for the delivery of effective civil engineering services to clients and leading other technical professionals to excel.

He/She will ensure work conforms to project/task requirements, including defined scope, schedule and budget. He/She will provide leadership to personnel in developing, coordinating and executing a variety of engineering projects and activities or environmental issues and programs. He/She will assist supervisor in assigning work, explaining procedures and process, training personnel and identifying and solving issues and problems. He/She will be a technical expert in an area of responsibility. He/She will develop solutions to problems which require regular use of creativity and ingenuity. He/She will exercise considerable latitude in determining technical solutions for specific assignment. He/She will identify and help solve problems by bringing to bear needed resources and information. He/She will develop and nurture relationships with clients, key technical counterparts, and industry allies. He/She will be responsible for the administrative and technical management of projects and for the supervision of all activities related to contract administration and scheduling. He/She will also be responsible for client presentations and interaction, preparation of design and construction documents and specification writing.

He/She supervises Technicians.

Responsibilities

A. Effectively communicate with clients, TEI personnel and others.

B. Assist in effectively managing client relationships and expectations.

C. Assist in improving and implementing the strategic business plan for TEI.

D. Assist in developing and implementing strategies to grow the civil engineering sector, leading ultimately to a dominant civil engineering market share, and coordinate with other sector engineers to use the firm’s resources to implement the strategies.

E. Assist in developing and managing financial and human resources of the civil engineering sector.

F. Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and other civic groups.

G. Effectively plan, prioritize, organize, coordinate, administer and manage projects.

H. Prepare reports, designs, construction documents and specifications for stormwater management systems, erosion and sediment control systems, streets, trails, parking facilities, wastewater collection systems, water distribution systems and other projects.

I. Research, review and recommend award of construction contracts.

J. Perform periodic inspections of construction sites.

K. Assist in preparing proposals.

L. Perform plan review and design.

M. Perform engineering surveys and data gathering.

Travel from TEI office (Minneapolis, Minnesota)

A. Requires some travel, typically to attend meetings at client locations or construction sites.

Qualifications

A. Education

1. BS Engineering degree required. Masters Degree and Certified Professional in Erosion and Sediment Control (CPESC) and/or Stormwater Quality (CPSWQ) preferred.

B. Experience

1. Ten (10) to Fifteen (15) years of relevant experience working on progressively larger multi-disciplinary projects with increased responsibility and leadership.

2. Strong interpersonal skills with the ability to network in social situations and present and educate in larger group setting.

3. Professional Engineer license required (Minnesota).

C. Skills

1. Ability to communicate effectively with clients, project team, consultants, contractors and the general public.

2. Ability to deliver high quality exceptional services within budget and schedule constraints.

3. A commitment to total quality management principles and continuous improvement activities.

4. Possess effective verbal and written communication skills, strong technical skills, good work habits, and a team-orientated approach.

5. Possess ability and technical competence to recommend improvements to local government engineering standards and prepare plans and specifications.

6. Work successfully with TEI staff, including engineers, technicians, and administrative staff.

7. Knowledge of the occupational hazards and safety precautions necessary for construction.

8. Knowledge of Federal and State laws, municipal ordinances including zoning and subdivision codes and regulatory requirements.

9. Excellent computer skills with MS Office products.

D. Other Requirements

1. A valid driver’s license and an insurable driving record.
